Chat Timer Bug?

Every so often the chat error "You cannot speak for another xx seconds etc etc" will popup, without me having said anything.

If it's not a bug, the only other reason I can imagine it happening for is because of an addon that may be using chat for some reason.
The addons I'm running include: Carbonite, Mobhealth, Xperl, Recount, & some others.

Disable anything that sends chat. So things for quests, things for spotting enemies.

Options -----> Privacy and Comunication -----> Uncheck all boxes -----> Gagball removed
