Maybe, but there are Horde already with epic flight....So...

I don't think there is anything you can do to force people to xfer. The only remote thing I can come up with is give the alliance 2xp+ honor and maybe 2xp rep gain. Anything else is not even worth the effort to hit the xfer button.

Hord Complain long bg queues ---> goes ganking leveling alliance that would fix problem ---> alliance gets feed up and reroll hord ---> problem increases

I have played alliance for the last 8 years of wow. Outland comes out I make an undead and notice the million undead at the starting zone. I immediately log off and create a dwarf priest. Even though I really wanted to play an undead shadowpriest, I went alliance at the drop of a hat.
