Why do we have the feeling that gm's abandoned blackrock?

ALL days we have players using cheats in bg's I'm tired of reporting with images as the guide says in the forums:

But nothing happens the players reported remain happy and happy destroying the atmosphere in the bgs.

Blackrock is a realm of free use of cheats?

One more thing ... leechers ... gm's nothing to say about leechers? Some measure Any tool to combat this scourge?
