Realm offline to me. Did i miss something because i saw that news "Creation of new Horde characters on Outland is temporarily disabled in order to help balance the realm's faction ratio." ,but i have one already and i didnt see anything like "Server will be temporary offline" or something like that.

They need to put a disclaimer saying it's not real time.
Always that one person pointing it out when servers are down.

Yeah it's down. They estimated the downtime to be 10-15 minutes, but it looks like it may be a bit longer.
