Shaman Water Totem Quest Bugged - My ticket has been open for weeks

Please please I need help getting my water totem quest. The quest item is broken and says it has already been used. I'm Resto and raiding and really need help getting this soon.

The quest is working, there is one specific spot near the pond that makes the item usable.
