shaman PvP honor shoulders price bugged

Hi, I noticed that there a (huge) difference between ENH, resto and elem shaman shoulders price :
Resto : 10k honor +20 arathi mark
Elem : 10k honor + 20 arathi mark
ENH : 16k !! + 30 !! arathi mark

is it intended?

and all other items are same price all spec
