I just started having "sound crackling" issues aswell, actually started about a month ago or so. Haven't played much since, due to the pure annoyance of it.
My "sound crackling" already starts at the login screen. Been messing around with all the sound options and even reinstalled my sound drivers, but to no avail. :(
Would be awesome, if someone have had this and since fixed it, so I can play again.
PS. I just realized that I was commenting on a very old thread. Am I the only one with this issue now?
I've had that issue. I updated audio drivers, reset the game settings and in the end I changed the sample rate in Windows control panel and that did the trick.

Select your default device, go to properties and change the sample rate a few times.
It was set to 192kHz before and switching down to 48kHz fixed it. I guess some people could notice a difference with nice headphones, but I got laptop speakers which clearly didn't even work well with 192kHz signal.
I didn't even think about checking the sample rate. Thank you so much, that actually fixed it straight away for me :D
