Technical Account suspended

Hi, i just created an account five minutes ago but first connect i were banned... Why ? it was written that mine IP adress were suspended cause of publicity.
That is not normal and you should correct it please.

Let me tell you, i live in germany for one year, im french so its not really my home. I arrive on this private server, create an account and first log get banned.
I dont really understand all.
