Burning Crusade PvP Hunter

I was just wondering if in BC there is a PvP hit cap for Hunters. I keep seeing most arena geared hunters with the PvP 2H Axe. Is that the best weapon for hunters because of the 20 hit rating?

PvP hit cap is 5%, most hunters are using that 2h axe because it is 1000 arena points without rating req. However it does have imba stats :)
