I would like to know from when is Icy weapon '' fixed '' ?

Also, I would like to know why one GM said me that he will investigate it and after my reply that he has anything that he need in my ticked ( SS of ingame using it, SS of armory with enchant and even SS of combat logs ), then other guy just reply me that is fixed and not bannable anymore.
So logic question is if the first GM isnt doing his job either he doesnt know that u '' fixed '' it.
Second logic question is if it is fixed, why its not announced that is fixed and legal now ?
