Is multiboxing allowed on Icecrown?

I've seen plenty of multiboxers on this server and I was just wondering if it's legal. Because all those toons they're running could be making the server overpopulated. If it's illegal, I'll start reporting them. Also, have you guys considered making a 2nd 7x wrath server since it's so popular? Thanks for the server.
