Technical High end PC, very bad FPS

To start its is for WoTLK, my FPS (and I don't mean latency, I really don't like when ppl don't know the difference) is very poor, the average is around 35 and sometime it drops under 10, in Dalaran massive drops, sometime 60, other time drops to 15-20.
What i tried so far:
- had multiple copy of OLD and NEW client from download, on 2 different hdd's and on my SSD
- tried the old affinity multi-core config to WTF/config.wtf file
- tried affinity and cpu priority in Task Manage
- tried no addons, deleted cache and WTF folder
- tried different resolution
- updated all drivers
- tracked temperature and CPU/GPU usage, temps are around 50C and usage on CPU less then 15% and GPU less then 40%
- tried to run game in different compatibility, win 7, win 8, administrator, non-administrator (on win Xp, i get disconnected 1 min after logging in, but fps is same)
- added the 2 gb memory path thing to WoW.exe (large address aware)
all above with 0 impact.

My system:
Ryzen 1600
GTX 1060 6gb OC
16GB DDR4
SSD+HDD's
ultra-wide 2560-1080
windows 10 x64.

And as an insult, on my older Laptop, a i7 i7-4700mq, GTX850m 2gb ddr5, 12gb ram ddr3, ssd+hdd, the game the game run constant 60FPS with small drops in intensive places with lots of action.
