WotLK Game resets to default settings every time I close it

I keep trying to set the game to max settings. Every time I restart the game to apply these settings the game just launches in low resolution and has me acts like its my first time launching it. I have tried running the game as administrator and that solved nothing, what should I try next?

follow these steps:
1) Restart your PC
2) close your Torrent client and move your WoW folder away from your Torrent's download destination
3) now right click on WoW folder> Properties> remove "read-only"
