I have got the same problem (only with Undead faction) at Icecrown server.

If I am not mistaken, that's an old core issue but yours seems to be a bit different. https://www.warmane.com/bugtracker/report/21372
One of my toon faced such issue like the thread you referred. I did 4 races then got lazy for the last one even though i knew of the incoming lordaeron core update to the deathwing server. Then the progression of argent tournament on that toon stuck until now.
