WotLK Skin color change / race change

Hello, how can i change my skin color on a character? Will i have to spend 20 vote points to change it? Can i even choose the same race the character was if i pick "race change" in the menu?

I don't think that you can choose the same race after using the service "race change". There are 2 possibilites:

-You use the service "Recustomization" which costs 10 coins

-You use 2x "Race change" for 40 points
