Does any one from you guys know which file is that ? so i go to to torrent and download it ?

cuz when i run wow i get this msg!! Failed to open archive ****\locale-****.MPQ.

Which MPQ. file is ?

It looks like Data/enUS/locale-enUS.MPQ but folder and file name will be different if your WoW client is in different language or if you use enGB client.

Nop its not that file cuz i have that file maybe its something else ?

That's the file in the error message. If it's there, it might be corrupted. If you actually deleted something and now it's showing that error message, maybe you should just download whole client again.
