Burning Crusade Low FPS !

Hello everyone,
I have FPS problems in Outland, I tried everything to fix likewise; Turned off the Vsync and decreased all options etc. Tried Ram trick, tried decrease resolution etc, Tried to Cpu affinity trick and also I red other Topics and tried to apply them but still same.
Normally for example in Elwynn Forest Im getting 300FPS around.. But when it come to Shattrath City or where a lot of players around its going about 30fps stable..
I have square monitor which old school..
My Pc to summ up;
Graphic: ZOTAC GTX 690
comp: intel i7 2600k
Ram: 8GB Gskill 2133mhz
Bla bla...
So I remember long time ago with my old pc which has pentium 4 compessor I was playing TBC super good on another private servers..
I wanna add when I wanna do 2 clients in windowed screen it getting even worst fps stabling 20-40 does not matter wherever I am.. It turning unplayable..
So I wonder and looking for help for this case please.

UP! My problem is still exist... I cant play as 2 client fps is dying about 5-10FPS..
