You need at least 1000 achiev points to reach the next rank. Each 2000 achievpoints give a higher rank after. It's possible that you were banned and you lost your +0.5 points (good-standing bonus). In this case, you need 4000 points for the next rank called "Emissary".

You can see your achiev points in the armory of your chars.
