Which core did damage/resiliance correctly, Blackrock or Icecrown?

Since the merge the damage numbers have changed drastically, which is a giant difference. So my question would be which core handled the damage/resiliance in pvp correctly, blackrock or Icecrown.

And why is there such a big difference?

Blackrock's was a customized one, with numerous changes and tweaks to try to make matches more "balanced," even if it went against how the expansion itself worked.
