I can understand donating to get gear so that you dont have to win rolls and wait for drops...
But at least add new system to where you cannot use your donated item until you have completed the pve achievement that is required for it.
EXAMPLE: If you donated for heroic blood surge kel thuzad blade (drops from heroic lich king), then you must have heroic lich king achievement to equip it.
Apply this to legendarys and all ICC and RS level gear.
Now pvp players will have new things to do in game (completing bosses/quests to use their gear), and pve will see a rise in activity because ppl will be trying to kill bosses to equip gear...
Overall adds objectives for ppl to do, while helping to fix a community where donated pve items are usable by ppl who have never completed the boss nessecary to use them... And allowing ppl to use their donated gear without having to farm the same boss 10 times and get lucky on rolls...

That makes little sense for the people who would donate. If you still need to complete things you clearly want to skip, why donate to get those items in the first place? If you have an issue with specific people who "lack the skill" you expect (not even going to bother going into the fact that people who never donated still can get carried and get loot they didn't "earn") it's something you should deal directly with the "offenders," by not grouping with them and so on, instead of expecting some global restriction that would affect even people who have more experience and play better than you, but simply didn't want to farm the same content again.
