[ANSWERED]Is the "A Thief's Reward" quest intentionally blocked ingame?

Since I'm kind of hinging on this being intentional I decided to not consider this a bug, so I chose this section to ask about this;

Is "A Thief's Reward", part of the Midsummer event, unable to be turned in by design from the staff for this server?

I stole the flames from the enemy capitals and turned those in just fine, but since you cant turn in the 'quest' to instantly claim the rewards (the crown and the achievement) it leads me to believe that maybe staff don't want it to be attainable.

Is that the case, or what is your response to this?
