Heirloom Items

Hello. Short question.
I just started playing again after some years. Can I get these heirloom items without having a level 80 character?

Generally for all plans and purposes, no.

But if it is the xp effect you are after, you can hire someone or me for example to give you boosts in dungeons, or quests or whatever.

I am pretty sure you can buy them via coins on store, they were there long time ago, i do not know if they are still there.
