WotLK WoTLK Dun Niffelem - Stuck in Wrong Phase

On Frostmourne server I completed the quest chain with Thorim and the quest to return to the leader guy in Dun Niffelem. I was at exalted with SoH and able to unlock the flight point and buy from the quartermaster. A few days later upon returning to buy a shoulder enchant I found that I had reverted back to the original phase of Dun Niffelem, the phase where people are trapped in ice and you fly protodrakes to pick them up and return them. I should be at the final phase being exalted with SoH.

You need to go back to the guy at the top of the mountain and take the quest "Forging an Alliance" and keep it in your journal until the end of time.
