WotLK Tree Of Life Game Changing Bug

Hello. One of the main tool of Tree of Life as Resto Druid is the fact that being in Tree of Life form reduce the cost of your heal over time spells by 20%. The only problem is that it's not working at all. My Rejuvenation, my Wild Growth and my Lifebloom cost the same while in and out the Tree of Life form. It's not just a spell tooltip thing, it's noticeable even when I look at my mana bar. Is it a Tree of Life typo issue or is it a real bug?

Once you learn the talent, the 20% cost reduction is actve all the time. Not only while in Tree form.

Talent tooltip:
"Reduces the mana cost of your healing over time spells by 20% and grants the ability to shapeshift into the Tree of Life"
