WotLK Spellpower doesn't work in primary talents

I have noticed that even with heirlooms my Elemental Shaman has trouble fighting mobs. So I stripped all my gear off and compared damage with and without gear.

Apparently spellpower only works when I switch talents. This is really frustrating and it took me 68 levels to notice, but mostly I was leveling while healing in RDF. If anyone has any fix for this I would really appreciate it.

EDIT: I Respeced secondary talents to Elemental and Lightning Bolt deals around 1500 Damage, but doesn't change the fact that my primary talents are bugged.

It could be that you're using older rank of the spell in your primary tree. Did you check the spell ranks you have on the bars?

Nope, used Lightning Bolt just as an example, spellpower isn't working on any spell in the primary spec.
