Technical Game Delays At Random Times

No idea what this is caused by, but when i play i get random delays, it will sometimes be my messages delaying, sometimes it will be my game just putting me back with a few yards while i ride my mount, i thought that it could be lag at first, but i really doubt it, as i have no issues running league of legends or playing any other multiplayer games, and yes while it could be the connection with my server could be damaged or god knows what, i have friends from the same country, using the same internet like me, which do not experience any of the issues listed above, and so far the most bothersome issue is that the game just delays mid raid or mid dungeon, my abilities cannot be cast, they just start glowing as if the game is lagging, but i can see everything else move normally, and i have had experience with lag in wow before, and usually if this happens, everyone around me should freeze as well and i will eventually get a DC, but the game keeps running normally, and as a tank player it is very frustraiting and makes the game almost uplayable for me as the delays usually lead to a DC and i am stuck there looking at my whole raid wipe because of me while i am helpless to do anything about it, due to this delay. I will contact my internet provider to get my net checked just in case, but if this does not work i have no idea what to do. Haven't reinstalled the game yet though, maybe it could fix it.

It's a network problem.
