Frostmourne is a seasonal realm. So far it is its first run. Its target to progress for a full year then wipe everything and restart over.
Characters from frostmourne go to Icecrown before the wipe of Frostmourne. And then it goes again.

It is unclear when will current season end and next season start, but it is clear that if they re-do it, it will start with content from 3.1 patch and move forward.
Icecrown on the other hand is a long lasting well established realm. It has been up for i don't know how many years and there is no planned progression wipe there. Content is always 3.3.5. It also undergoes yearly gold squish that will remove half of the server gold in circulation.
Interesting. Is it possible to transfer my chars from Frostmount to Icecrow before the season ends?
