There are some people who donated, but didn't get the spring bonus coins from 10% to 40%. Is it still active?

Then it brings the question why some people are not getting it? Are there some additional requirements?

The values shown in the Donate page already take into consideration the bonus. Unless you are saying the page says you should get X and you got less, you did receive the bonus.

it should still be active (with 20 euro it shows 24 coins instead of 22).
I guess they may open a ticket on website in case they have got less Coins than what was displayed during "donation" process:
