Question: Do we have cooldown on every donation we spend? If so, how many hours or days?

I was able to complete my first transaction yesterday, but I'm having a problem on my 2nd purchased. It says "Transaction wasn't complete".

I filed a ticket, until now no response (ticket filed 14hrs ago).

Hoping that someone could help me, cause i really don't know what to do now. :(
