I'm just starting out in WOtLK & I'm going to be playing casually here
Would like to find a guild that still does leveling/dungeons but also raiding Uld & ICC?

Icecrown most likely.
Frostmourne is seasonal, so people will focus the newest raids more.
Lordaeron might offer Ulduar raids on occasion, but dunno if they are custom tuned as its Icecrown Citadel.

1-79 RDF isn't that common, as it's faster to level with questing, but there are still some players doing RDF.
