How do you obtain this recipie? According to all my searches, the item shouldn't exist as it was removed in beta testing during TBC. And yet, you can get them, very expensively, in the AH so they are coming from somewhere? Is it full engineering bought with coins that Warmane decided to resurrect the schematic and bring it back into the game that way? I'm totally lost on how to obtain it.

When they shutdown the Warmane TBC servers, they transfered all those characters to Icecrown but like you said, it was removed in the beta. So there a few people running around with unobtainable items in WotLK (i.e. PvP weapons from TBC)
The only thing I can think of, is that when the Moltdown happened, each players got to choose a profession that had 100% of the recipies. (even though I didn't get mine nor had any of my tickets answered about it) So that is one possible way that someone recieved them.

Those flares without recipes are sold by certain vendors in limited quantity, maybe not in WOTLK anymore, haven't checked lately

So you don't think, if you buy engineering with all recipies from website, that it would include the blue flares?
Basically I'm contemplating buying the prof with all recpies (I've grinded engi so many times I don't feel like doing it again but I need to for this one char) and if it had those flares it would be worth it to me (since I am on the fence about it).

I can't promise it would but at the same time, I dont see why it wouldn't. Buying it gives you 100% of recipies. People are getting it somehow. Message a Mod or GM to verify before you purchase or simply /w the people selling it on AH to ask how they received it.
At the same time, I bought enchanting and didn't get any recipes lol. Nor did any of my forum post or ingame tickets ever get answered about it.
