    DK: Wrong skill description (or not working properly??)

    So, I did reset my talents on DK today to do some changes. I have invested into new talents and some of them do not change description of skills. Improved blood presence does not show any change in healing whatsoever and rune tap(with rune tap glyph equipped)) shows in skill, that it heals for 11% hp and it should be 22. Is this known? And also, is only description wrong, or the skills does not work properly?

    Descriptions are more likely to be 'wrong'.
