WotLK I think my action bar is bugged..

Hi everyone. I think my game client is bugged but I'm not sure. When i hover my mouse over a spell that I've put in the actionbar, it doesn't show anything but a simple rank. Normally it should show the spells description, what it does, how much mana it costs etcetera..

I can't find a repair tool in the game folder either..

in-game menu -> Interface -> help -> enable "Enhanced Tooltips"
