Realms 19s missing chest enchants

Is it intentional that the 15 resil and 250 mana ilvl 35+ enchants are not on the vendor?
Or can we has them pls?

If they are ilvl 35 enchants, there is now way you can put them on your 19 twink gear. Thus, they are not missing
