WotLK Skull of Impending Doom / Forbidden Knowledge on Warlock

Hi, i want to ask if anyone know about wow classic quest Forbidden Knowledge [ https://wotlkdb.com/?quest=737 ] was it removed from wotlk ? The quest look like should be available, at least WotlkDB say so, i don't care about the quest as much as about the reward which is Skull of Impending Doom [ https://wotlkdb.com/?item=4984 ] since it has nice movement speed increase ability. I know that the item was reworked in TBC to adjust for bigger hp pools. The NPC quest giver is where is supposed to be only he gives the other 2 quest he supposed to only this one not. Since warlocks don't have movement increase ability without engi it would be nice to have something like this for running in dungeons and raids . So how is it ? It would be nice if this quest could be enabled agian, if disabled for some reason or put back in game ?

Well,it should be aviable in wrath,blizzard got rid of it with the cata world revamp. Maybe it's bugged on alliance?(or both factions) I do have it on horde,but i got it around 4-6 years ago.And,it won't replace nitro boots,because it deals 60% hp and mana damage during the effect(and the item also has to be equipped,and you can't just swap it in bc that starts an icd).
