hello, I've been trying for 3 days in a row at different times to find the vendor of sons Khodir(enchant at shoulders), I went and always don't have him, maybe he broke down?

Did u do the quest chain for Sons of Hodir? It's mandatory to finish it before interacting with quartermaster. In other word he is not there if you didn't finish the chain.

i have maximum reputation, after chain(not full chain), but once of quest get max reputation , and i can't do other quests
