How can I report hateful/toxic behaviour?

To who can I report totally inappropriate toxic hateful reaction from other player?
Is there any punishment related to it? got sreenshots as evidence.

Any reports for in-game stuff are sent to GMs with an in-game ticket.
It would take something very extreme and repeated, likely across multiple character/accounts, for there to be any punishment, though. You can just /ignore people easily enough.

Yes I get you it is just so easy to ignore but next time he will molest somebody else. Such a behaviour should not be tolerated or ignore. Lesson should be learnt. We as a community should reject it.

Reject it by ignoring them as a community, then.
That doesn't mean Staff should go kindergarten monitor about something that is essentially harmless (if it weren't and it had turned into targeted harassment, using new accounts to go around /ignore and such, it would likely get punished) and can be dealt with by the players themselves.

I would normally overlooked it and would not lost a single thought about it but since my mother is oncology patient the things he said cut deep. Thats why I wanted to know if there is something that I can do about it because it is should not be acceptable.

You do realise that they throw it blindly? And that your reaction will only fuel them up? Do as Obnoxious said, ignore feature is exactly for such situations.
