Icecrown vs Lordaeron for new player ?

I've played WoW a lot ! I enjoy a little bit of challenge, but also straight forward progression. I'm not interested in PvP in the slightest.

I'm new to this server so I'm deciding between:
- Icecrown (x7 rates are always nice + the most players on this server cluster)
or
- Lordaeron (x1 is fine, but I would really love to know what's behind statement "challenging PvE content")

I'd really love to get more info on Lordaeron PvE content "tweaks". How big are the changes, how far pugs can get in ICC and any tips you might be willing to share

Pugs usually run like 6-7 bosses. Doesn't mean that it's impossible to run more. In fact, I had pugs kill LK.
