is he removed from the server or he is just really rare i sat at the spawn locations for hours and he never spawns.And is npcscan addon working on this server ?

the mob, just like vyra, only spawns after a world reset, when the server is down for however many minutes that may be.
there are plenty of people who have camped him with god knows how many characters and never saw any tlpd or vyra for that matter.
i have only seen him once, when leveling, after a world reset at a time when server has the lowest population, and once again after another reset, but only the corpse that time.
i don't know about tlpd, but vyragosa is bugged, she glitches through the walls, but i managed to get her anyway.
i don't know why it is like that, it seems that (at least) on lordaeron, hard content is associated with planned scarcity.
just leave your character in the storm peaks if you plan on watching a movie or anything, keep your character there in case there is a world reset; because that's pretty much the only option you have.
again, this, as far as i know, applies to lordaeron. don't know about icecrown.
