Technical How can I do it?

well, I have a question (I don't know if it's a problem, but it's a nagging one) and I need a good answer hahaha

in the bottom left bar where the skills are, when you hover over it you should see the name of the skill, the rank of it and what it does. but i don't get the latter, i don't have any addon installed, apart from the default in the game and it's annoying me having to go to the "p" to see what each skill does. in other expansions in other places i frequent i don't have this problem and i also go with the default addons (so i rule out that it's an addon the cause, i think).

can anyone tell me what or how to do to see what each skill does to save me from having to go to the "p" and look every time?
