Probably not. Warmane as reduced the p2w drasticly from what we started off with back in 2009, everytime a new realm / project starts they have restricted "shop" to certain extent, like Lordaeron, and the latest progression realm had it so that only after many other player has that items are they getting unlocked in shop, so if ulduar patch was live for 5 month's people could only buy "voldrethar" for the last month until next patch came out, some items as I heard (didn't check shop myself but people talked about it) never even showed since not many people had them, like Algalon trinkets etc. But from what was shown in even the best guilds on the progressive realms, not many at all spent any money on a item that would only last for a very short period of time,because lets face it, the prices are not cheap, For the good in my opinion. I heard many random people hated on my guildies for "p2w donation noob" when they got the items legit, the good raiders on warmane are dedicated wotlk players that knows whole game inside out and have been playing wotlk for years. The warmane class guides speaks for themselves how much focus and commitment that goes into it compared to any other guides you find on the internet. To sum up you will face much more elite players on warmane then "real wow" in the realm on that regard.
This is just speculation so far since no one but staff has heard anything about it, but I recon from the history we've seen that either it will follow same concept last progressive realm had or there will be no gear items in shop at all or it will be restricted on a time basis, so if lets say naxxramas patch will last for 6 month's then 4-5 month's will have to pass before you can buy the best items. But that's just my guess.
I would personally hope for no gear from current raid or only QoL items.
