I don't know about that, wow-Hardcore is poppin in the twitch section right now. I think Hardcore server would be fun.
If what's "poppin" on Twitch was a measure of anything, we should be hosting "Just Chatting" servers.
Or Minecraft, which still has more viewers than WoW by a large margin.
What's the point of a whole server for you? Nobody restricts you from playing by your HC rules on regular server. Create guild and invite all HC enjoyers in it.
If you go so close as to demanding dedicated HC server from Warmane, make sure to supply such server: bring in money to rent server, payment for GMs, payment for coding team.
Oh, suddenly HC isn't so popular & necessary, what a surprise...
I think the popularity of WoW HC has been growing for a few years now...whether that popularity maintains or it burns out now that it's "official" remains to be seen. I think it could be a fun realm for Warmane to do at some point if the popularity doesn't crash before they get around to it, but I think their focus is on Onyxia right now...and probably will be for another year or two at least.
Also, HC requires a PvE realm ruleset. Sure, HC people PvP, but it's always opt-in knowing it's the "ultimate gamble" when they do so...and yeah, seems it's a hard sell to get PvE realms on Warmane.
A Semi-HC server would be another idea. Like in Diablo IV you can choose between normal or hardcore mode, so we can try it in the experimental Onyxia when gets WotLK and make hardcore players only can get to play heroic instances and farm heroic gear when they get 80 and the required gearscore. And of course, hardcore players will have a badge, tabard or title that represents them for this mode. What do you think my fellows? I think it is a not risky move to make a different fresh server from the other two.

I forgot to add two things for hardcore mode, double xp and no world pvp unless the player activate this option.
Other way to implement Semi-HC server, when you get 80 and have the required gearscore you can enable heroic instances so if you die inside a heroic raid you cannot revive more. If you die in world pvp or in normal situations you can revive without a problem. This a less risky way to implement the idea to add more importance to heroic items at the final stage of WotLK.

So, if I'm reading you correctly, you're suggesting that in order to do (or benefit from) the heroic-level raids, you HAVE to play hardcore?
No. That'd be like changing up the entire endgame of Wrath just for the sake of a catering to a small subset of the player population that wants some form of "Hardcore"...If it wasn't a PTE realm, it might work...but it's not going to fit in the PTE realm concept.
