You're looking for Blackrock. You won't find all of the gear obtainable with honor/arena points, some of it requires arena rating, but there is a custom quest chain for Shadowmourne.

Yes, solo queue exists and is the most popular kind of game, I think.

All gear is available, generally for arena points and rating in the case of bis gear.

You should check in-game for specific prices and ratings.
