Is rogue Sap working as intended?

It says it can only work on humanoids yet they can sap a feral druid in cat form. Is this how it's intended? Tried google but can't find anything, only that they shouldn't be able, but i don't know which expansion were they talking about.

First ranks only work on humanoids. At level 71+ it works on Humanoids, Beasts, Demons and Dragonkin
