I consider buying this staff at Warmane's store:

Can I equip that? I do not meet item requirements (arens ranks and points) so I don't want to waste the money.

You can still use it. That's just the requirements to purchase it. As long as you're level 80, and can wield staves like the weapon states, you're good.
