WotLK How to Change my Email??

Hello, I would like to ask how to change an email address. My friend’s account was blocked, and he can no longer access it. He has all the necessary details, including a screenshot proving that the account belongs to him.

Blocked as in banned, or can't just login for some reason, e.g. 2FA going to email that they have no access to?
