Resilience and crit procs

I read somewhere once (and that person was possibly incorrect, but I want to check) that even though resilience reduces your chance to crit a target, if a hit was intended to crit but it does not crit because of resilience, the hit should still proc talents like Hot Streak. If that's the case, it seems that's currently not working here.

Is that correct?
