New to tbc pvp - 2v2 arenas

Hi team,
I'm new to arenas in tbc but when I go to arenas on Blackrock TBC pvp as a warrior I cannot use shield wall, retaliation etc has it always been like this and those skills are not usable in arena ?

Abilities that have a cooldown of 15 minutes or more cannot be used in arena matches.
