Winter Veil Hat

Good morning everybody,
I plan to get the Winter Veil Hat to end the event in IceCrown. And I was farming TBC Botanica Dungeon in Tempest Keep in normal mode and then in HC mode. In fact, the 2nd boss has the hat on his head but the drop was 0. Has anyone seen the hat drop on the 2nd boss here in warmane?
