Primal Nether not available for professions

Is this intentional so Deep Thunder and Dragonmaw are unavailable for Blackrock or will Primal Nether be added to the vendor?

How are they not 100% drop rate when from heroic dungeons they are 100% drop rate? That makes 0 sense. Not sure why you are gatekeeping items at this point in the phase.

I could understand a 20% drop rate (simulated 1 in 5 roll per running a heroic on Onyxia if everyone rolled for the nether). I am hoping the drop rate is not lower than 20% though as that wouldn't make much sense IMO.
